The negative tradeoff of using light rail rolling stock is that it’s somewhat more expensive due to low floor tech and max capacity is not quite there due to width and length limits of street running, but good infrastructure has obnoxious capacity to compensate with. Eventually you can create non-street-running lines and run even larger trains by doubling up existing rolling stock or purchasing dedicated longer rolling stock for these lines. You can also decide to enter the next level with fancy grade separated line sections whenever it makes sense, and only do them where needed and/or when additional budget permits future-proofing. With a good plan, you can keep building and delivering new extensions continuously year over year, so you never have to pay the costs of spinning up and winding down individual construction projects or even fight for the budget. Then as more budget flows in year over year, gradually expand from that with new branches and extensions that replace remaining busy bus lines.
